liner notes: Electric newspaper issue one

Electric Newspaper Issue I
1994-Dossier Records DCD 9059 - Germany

Back of CD :

ELECTRIC NEWSPAPER.

This CD is compiled from the audio archive of PSYCHIC TV, GENESIS P-ORRIDGE and TRANSMEDIA FOUNDATION. It is intended to be multi-functional and it is here to be re-used. The raw materials, loops, sonic maps and trance routines included may be listened to as a Kaotic entertainment; as a navigational exploration of brain and expectation; or as a resource to be sampled, reworked, adjusted adn processed by other individuals for their own personal works and their own ends. Any and all interpretations are valid. This is NOT a formularised "Sampling CD". Rather , it is a description from a different perspective, of the eclectic and unique world which PSYCHIC TV and their collaborators have inhabited in various forms and incarnations from 1960 to the present. This is an ELECTRIC NEWSPAPER, a quarterly publication programmed to preserve adn make accessible to the maximum number of travellers multiple land-escapes, with the greatest potential stimuation and communication.

EDITORIAL :
So, in case I.T. is unclear. Any and all of the audio files, loops, or even longer trance sections on this CD are FREE to whoever wishes to utilise them. We, ourselves, have all ways sampled, cannibalised, and reworked our own documentary recordings and master tapes. Incestuous thievery, a delicate decadence. We believe that the omnipresence of sampling and cut-up technologies will probably be seen as one of the most significant tooling developments for Cultural Engineering. For the first TIME in Astory every sound ever recorded in any medium is potentially available to own perceptual envelope and turned into whatever dream takes our fancy, only to be processed, sampled, looped and mutated into something else by another Individual or collective at a later date. Ancient wire" recordings; wax cylinder recordings; cassettes; compact discs; digital audio tapes; video tapes; laser discs; compact disc videos; CD-rom; floppy discs; virtual digital audio informations; celluloid films; broadcast televisual audio; radio audio and on and on; are all vulnerable options to the editing and re-editing of communication. And, of course, more media will be added to this dataglut. I.T. is literally going to become a case of "ADD INFINITUM"! "A TRANSMEDIA". Nothing is fixed, everything is flexible.

This first issue of the ELECTRIC NEWSPAPER is equally a symbolic celebration and marker of this evolution in possibility as I.T. is a recognition of the implications that evolution represent. The ELECTRIC NEWSPAPER is a strategic donation of raw materials to the blossoming community which I.T. hopes to service. The ELECTRIC NEWSPAPER is propaganda. We want people to consider the implications of infinite access and infinite malleability of a previously linear, and finite cultural scenerio. Brion Gysin was more than prophetic when he handed the linguistic baton of "cut-up" to William S. Burroughs in the 1950's in Paris; and "Uncle Bi;;" was shrewd and perceptive enough to run like fuck with I.T. from the instant he grasped I.T. The deprogramming momentum, and societally shattering reverberations of that exchange opened up a portal of potentiality that continues to spawn cells of alternative action and quantum intellectual intersections.

The arrival of the first space station; which ironically is not a steel cartwheel spinning like a hobbled moon in orbit around B-earth, but actually what is popularly known as "CYBERSPACE" (which for reasons of our own, we have preferred to name the "PSYCHOSPHERE"); has facilitated another ambiguous acceleration of information access. Online the Individual can theoretically, and pretty much practically, input and retrieve almost any digitised information. In a very real sense, this is another facet of the crystalline quaquaversality of contemporary communicational possibility.
"It's yours, because it's FREE." (Emmett Grogan).

This First Space Station however, inevitably must contain the agenda; the personalities; the commisioned corporate and governmental strategies; the flaws and psychoses as well as the dreams and enthusiasms of those who construct I.T. When you visit the Space Station you would be well advised to remember this and build a "space suit" appropriate to your SELF and your specific agenda. In a very real sense you are entering the brains of all who travel there. Sick, healthy, and mundane. Each brain will leave it's psychic residue. For those powers adn cartels addicted to CONTROL for it's own sake a potential security blanket" like the world has never seen. Is the "PSYCHOSPHERE" neutral? Probably less than we might assume. It is an all-pervading and physically passive system, no FDA checks; no quarantine whilst the neurological effects of almost sub-atomic acceleration of data-particles is monitored; no virtual banishing rituals; just a global assumption that massive and increased doses of information are inately benign.

The ELECTRIC NEWSPAPER hopes to facilitate, and illustrate, a dialogue on these and interelated issues. The most basic survival tool, and terrorist weapon we might have, is the principle of "Cutting-Up" through which, a symbiotic relationship with the language of synchronicity can be established. "When in doubt, cut I.T. up." as Burroughs said in 1956,"...to see what's really there." Sample I.T., rebuild I.T.

SEIZE CONTROL OF THE MEANS OF PERCEPTION!
